about the workings of the Citizens' Assembly following its
foundation in 2003.
The 160 members of the Assembly spent much of 2004, beginning on
January 10, learning about electoral systems, listening to public
opinion, and finally deciding whether they believe B.C. should have
a new electoral system, or retain the current one.
Now that the Assembly has recommended the
BC-STV system, it will
go to voters in a referendum in the provincial election of May
2005. If voters accept the change, the government promised to
introduce enabling legislation so the new system could go
into effect for the election of 2009.
