What if members drop out? Will replacement members be chosen?

Until January 10, 2004, any replacements needed would be drawn at random, just like the member(s) they replace were selected. 

After January 10, 2004, no new members will be chosen unless membership of the Assembly is reduced by 25%.  Replacements would then be selected by the chair from the list of unsuccessful candidates at local selection meetings.  This process has been determined by the Terms of Reference.
