Won’t staff biases skew the thinking of Assembly members? 

The staff’s job includes helping Assembly members understand the various types of electoral systems without in any way prejudicing them toward or against any system. The Citizens’ Assembly process has been designed from the start to be non-partisan and unbiased. These qualities were required criteria in the selection of staff as well as part of the determination of member eligibility.
