explains how proportional voting is done in the city of Adelaide, Australia. The voting system as described in the referenced PDF document is complex enough that it will require some form of computer assistance in tallying the voting results effectively and correctly. Any design of a computer system that is used in BC should take serious note of the open source approach used in Australia as described the following article in the Wired magazine -
