Abstract

Elections should be held annually for a quarter of the
membership of the Legislative Assembly (each MLA would have a four
year term). Transitional arrangements would allocate
terms in proportion to the winning margin for each

In order to improve the accountability of government to the
people, I propose that 25% of all seats be contested each year
(each seat once every four years after the transition phase).
To make the transition, after the first election, the 25% of the
seats won by the smallest margin would be subject to re-election
the next year. The next highest 25% margin would be subject to
re-election after the second year. The third highest 25% would be
subject to re-election after the third year, and the highest 25%
margin winners would be subject to re-election after the fourth
year.
