Abstract
The power of the party whip should be curtailed and the procedures for recalling an elected MLA and for placing a legislative initiative on a referendum ballot should be made simpler and more user-friendly. [1 page]

The Party Whip needs to have his power curtailed. The compulsion placed upon a member elected by his constituents to vote the party line on issues and not the wishes of his constituents is an abuse of our system.

The right to recall an elected member who no longer votes the wishes of his constituents needs to be made easier. This will make this right a stronger check on the voting patterns of sitting members.  The time frame needed to allow the proces to function needs to be lengthened.

The right to place an initiative on a referendum ballot gives a citizen a right to create legislation outside of the legislature. This broadens the base of our democracy. The right already exists, but needs to be made more user-friendly.
