Abstract
I favour of some sort of proportional representation [PR], so that a variety of perspectives are represented in the legislature. Minority governments that can pass legislation only with input from other parties would be a good thing. [1 page]

First of all, thank you all for donating your time and energy to this project. I have been worried for some time about the state of democratic process in Canada, especially the fact that people don't vote because they don't think their vote will count and that some peoples' votes in fact don't count.

I am in favour of some sort of proportional representation, so that a multiplicity of perspectives are represented in the legislature. I think a system that will not create a majority government that can pass legislation without any input from other parties would be a good thing.

Historically, the most progressive legislation in Canada has been passed when there was a minority government. I also would like to see a system that fairly represents the individual voting pattern.

I think that in theory it is good to have elected people who represent a particular region, but it seems to me that there has to be some way to set it up so that they actually do. Even on our very small gulf island, the population is very diverse in political beliefs, values, and vision.

What you are dealing with is very complex, and I thank you for undertaking to make a recommendation.
