I'd like to see representation by area, rather than by
population. The province would be divided into equal parts by area,
and whether the member would represent 10 people or one million
people, wouldn't be significant. He'd be representing his area.
My first choice for electoral reform would, in actual fact, be
by the lottery method as in drawing a 6/49 ticket. This would
nicely eliminate parties, and members would truly be representative
of the population and free from party domination. There
would be intelligent people and those not so intelligent.. (almost
like parliament is already). There'd be males, females, caucasians,
orientals, fanatics and level-headed people etc. etc. There would
be no need to campaign or spend large amounts of money. "Whatever"
number of People, would be drawn by lottery from either property
owners, or from Canadian citizens who'd lived in the province for a
specified time.
A draw date for new members would be every 4? 5? 6? years, but
the first draw would have people drawn for 4 ? 5 ? years and people
drawn for 3 years, so that there would always be some people with
experience in the government. It would be made law that someone
leaving employment to serve as a representative would be allowed to
return to his original work with no penalty and wages in line with
everyone else's. Just like an employer is required to allow an
employee to serve on a jury. Pay would be similar to that paid
today to MPs. For some it would be a 'step up', for others a wage
reduction. Lots of details to be worked out, of course.
