Change is necessary. Dropping voter turnout must be halted. In
Australia voting is mandatory, with small, escalating fines,
imposed on those who do not vote. I feel we must offer small
incentives. I feel strongly that citizens should be paid for their
time. All people who vote should be presented with a cheque on the
spot for $25, or more dollars. That would encourage all, especially
the lower income folks to vote. I feel that with the huge sums
already spent, by parties, government and all this added expense
warrants action. And it is a positive re-enforcement rather than a
penalty like Australia.
Further, I have campaigned all across Canada, at all three
levels. I feel that Canada is very different in the Urban
environment versus the rural communities. In rural areas, people
very much rely on the representative, who they personally know, or
feel they have a relationship with. However, in a urban area,
people are much more transient, and they vote leaders, or party
lines. Individual candidates are rarely a consideration. For this
reason, I feel population centres like Greater Vancouver and
Victoria should each be one large constituency electing
representatives by proportional representation. Rural
MLAs should continue to be elected by a first past the post
criterion. I understand Switzerland uses this mixed system, and it
serves all interests well. BC will lead the way.
