The responsibility in a democracy, of the electorate, never mind of
the elected, is to learn of and mandatory vote, with penalties for
those who do not. Penalties can be auto-revocation of driver's
license, which is economically efficient, and, will then result in
penalties thus-under.
The frustrating drama of persons over 18 'not bothering' to
learn of elected matters which allow them to live and interact in
this 'freedom' country, is heavily, an abuse of a right, a given,
and an expectation. If they do not produce and gain, that can be
somewhat un-faulted on our ever-right moving society, where larger
corporations control the political movements, and externalize all
their costs, as much as they are possibly able, politically and
evolutionarily. Persons have not only a right, but an entrusted
obligation, to vote, and learn of why they are voting. Doing so at
least somewhat neutralizes this right-(wrong) moving direction of
power onto governments.
Winnings, regardless of system of 35-40% of the eligible voters,
with abstinence amongst many who can't be bothered, is far worse
than the problems you are dealing with, learning of, and suggesting
alternatives to.
Chile is an example. I was there two years ago, on election day.
Every person rejoiced in their duty, for the Allende overthrow was
still on their psyche. Not to say democracy overthrows and coups
are not synonymous, they can be. The person I was with was not able
to vote in Valparaiso, for we were on the island of Chiloe. Heavy
in heart, afraid of penalty, that person went to the local police
station, explained the predicament, and was allowed a pardon to
vote thereat, in sealed envelope provided, entrusted to the
authorities.
Please, please, ensure that part of your recommended changes are
that provincially and federally, all persons must, of age, vote.
You will be bringing democracy to those who don't want to bother,
yet complain and 'exist' apart from their participation in the very
matter that ensures this type of governmental process its' utter
completeness.
It certainly is not complete, until this is effected.
