Abstract
When none of the candidates is deemed worthy, the voters' only option is not to vote at all. The community must have the option to say, no, none of these guys. It's time to include, 'none of the above' [NOTA] on every ballot. [1 page]

In a representational system only a few people are given a say in the choice of candidate. You either vote for the person who is chosen or for their strongest opponent. When none of the candidates are deemed worthy, the voters' only other option is not to vote at all. In a truly democratic system the community must have the option to say, no, none of these guys; go back and find someone more capable. Recall should be an option on election day, not after the fact.

It's time to include, 'none of the above' [NOTA] on every ballot.
