I am in favor of a form of mixed-member proportional representation
[MMP].
I believe that it is important for voters to maintain a link with a
local politician who is aware of local issues and accessible to
voters. However, it is equally important to have a philosophical
link with your elected representatives. Currently, I get frustrated
when I vote for small parties, since I feel that I am merely
splitting the vote. A form of proportional representation would
empower me as a voter, encouraging me to vote with my heart instead
of for the least bad majority party.
I am not aware of all of the possible variations of mixed-member
proportional representation, but if possible, I would prefer an
alternative to the list system, since I would prefer that the
voters be able to indicate which candidates they prefer from a
party. Perhaps those candidates who came closest to the top in
their riding's election could be considered as the top candidates
for the proportional seats.
If there is concern about adding new members to the legislature,
perhaps the size of electoral districts could increase slightly.
This would have to be done in a way that would ensure that people
would still be able to contact their MLA if they live in a rural
area.
Ideally, there would be enough proportional seats so that a
party that received 5-8% of the vote would still have a presence in
the legislature.
I feel that proportional representation will help our government
include a diversity of opinions and strive for consensus rather
than domination by one party.
Thank you for considering my submission, and thank you for your
important work.
