I am writing to support electoral reform, in favour of
proportional representation. Most modern democracies now use some
form of PR, and by now there is considerable literature comparing
the merits of various systems of PR. I would also argue in favour
of some tiered system of neighborhoods or cantons, whereby a small
group of people (say 100 or less) could have a "town hall" type of
meeting with a representative to a larger assembly who is in
regular direct contact with members of parliament or legislative
assemblies. A system, in other words, to ensure accountability
through personal contact with constituencies or their intermediary
representatives. Such positions could be elected but volunteer.
