The simplest definition of an electoral system is that it is the set of rules for translating votes cast at an election into seats for a representative assembly according to a specified electoral formula .  Another way of defining an electoral system is to say that it comprises the electoral formula, the ballot structure, and the number of members in each electoral district (the district magnitude).
