Please don't choose an electoral system which permits old
politicians to hang around forever in the legislature because they
rank high on 'party lists'. Whatever you choose, please require
that the individual elected to office was directly voted in by the
people.
I could live with a system where I vote for several candidates
in order of priority and if the candidate with the most votes
doesn't get 50%, you look at the weakest candidate and redistribute
his or her votes by going to those voters' second choices, etc
until someone gets 50% [AV]. At least under this system each
elected politician has some credibility.
