Abstract

It would be truly unconscionable to adopt any system which proposed different representational systems for rural and urban voters. A system that retains winner take all in rural areas but switches to single transferable vote [STV] for urban centres would be a transparent attempt to disenfranchise urban voters. Even rural residents like myself are repulsed by such a prospect.

Mixed proportional representation [MMP] is easier for the public to understand than systems based on a single transferable vote. A high level of public comprehension is critical to the success of any new voting scheme.
