Abstract
I propose a Mixed Member Proportional Representation [MMP] system of election for BC. It should include a minimum threshold of about five percent to avoid extremest groups from deeply fracturing the Legislature. [1 page]

I would like to encourage the Citizens' Assembly to propose for our province a Mixed Member Proportional Representation [MMP] system of election. It should include a minimum threshold of about five percent to avoid extremest groups from deeply fracturing the Legislature. This form of government is what democracy has evolved to in places that have allowed such evolution. It has allowed substantial changes within moderate climates of governance. While true that it often leads to minority governments, I see this as a positive thing because more people who are willing to govern through concensus are drawn to political life, instead of just those who are satisfied only with the near unfettered power that majority governments gain under the British parlimentary system. We should remember that Canada gained a public health system from a minority government, and that the Act was eventually passed by a unanimous vote of all parties
