The artificial majorities created by the current single member
plurality system tends towards ideological governments. These kind
of governments tend to create simple, ideologically based policies
to address complex social, economic and environmental issues. In BC
where there are ideological swings in governments this is expensive
and unstable. A new system is needed and I think local
representation is an anachronism. Local representation doesn't
really mean anything in a world of instant communication and global
economics, where we are more citizens of the world than citizens of
a riding. I want the most intelligent minds to govern not those
that happen to live near me.
We need a new system that will elect those who can address the
increasingly complex issues we face with thoughtfulness and a
thorough examination of the pros and cons of new policy or
legislation. To do this we need a government that is defined by the
diversity of its ideas. I propose that we create a new electoral
system based on proportional representation [PR] list system (open
list). Have a threshold for representation of at least 5% to ensure
we don't end up with multitudes of fringe groups. Also use a
largest remainder formula.
