Abstract
A proposal for the election of five additional (accelerated) MLAs, to be selected as the second placed candidates from the electoral districts from which five of the government's ministers have been elected. [2 pages]

MODIFIED FIRST PAST THE POST

Under this system the current process of voting will still be the same; we elect and choose the candidates as we do it today. The only change to be made is at the end of the election when the results and winning candidates are declared.  We will give importance to the runner-up or second place candidates in each riding for the chance to be 'accelerated' to become an MLA when the majority party forms the government. This modified system will guarantee that the minority will always be represented in the legislature. It might not be cost effective for now because we have to have additional MLAs, but as the population grows, this will be an effective system without adding any ridings.

My proposal is:

  1. When the winning party has been declared and forms a government, the leader, as usual, will choose and pick his or her own cabinet to form the government. The elected MLAs who are chosen to become cabinet members will now represent the whole province including their ridings.
  2. The elevation of an MLA to the cabinet will not vacate his/her seat, but the changes on the MLAs
    status will give the opportunity to the candidate who were second in the election to be automatically
    become an MLA as a co-representative of that riding. (2 MLA in one riding, one opposition, one cabinet member)
  3. The MLAs who are elevated to the cabinet will now holds 2 (two) votes in the legislature to offset the promotion of the other party's candidates. (2 votes for the cabinet members, 1 vote for the accelerated candidates)
  4. If the government decides to shuffle the cabinet or if vacancies occur,  the accelerated MLAs will not relinquished their seats; no additional candidates will be accellerated until the next election.
  5. If there is a 50 plus 1 majority of a certain party during the election, that party, as usual, will form the government and choose their cabinet , and they will have the option to bolster their voting power by choosing a riding that a runner-up candidates of a party is not yet represented in the house. The cost of having a minority government will also eliminated.
  6. The ridings to have a accelerated MLAs are the following cabinet Designations:

    a) Premier
    b) Finance Minister
    c) Attorney General
    d) Education Minister
    e) Health Minister
The cabinet designations can be increase as needed but should not be less than five.
