Abstract

I understand from one of your commission that there is a
concerted minority effort to promote the STV. I would strongly
recommend against STV and in favour of MMP for several

I have written before in favour of MMP. But I
understand from one of your commission that there is a concerted
minority effort to promote the STV. I would strongly recommend
against STV and in favour of MMP for several reasons

STV involves extremely complicated voting and especially
counting system.

Constituencies would have to be so large to achieve some degree
of proportionality that local representativeness would be lost for
most of BC.

There would be more wasted first choice
ballots than under MMP. While 2nd and 3rd preferences would
obviously have more weight, this would tend to favour more lukewarm
preferences -- and also to exclude substantial unpopular minorities
who should in my view be heard.

The fact that STV has been adopted in only two small countries,
whereas versions of MMP have been adopted much more widely, should
give us pause.

The above considerations would make STV substantially less
attractive than our existing, very imperfect system.
Please recommend MMP.
