Abstract
Proportional representation is the preferable electoral system but there has to be a threshold for representation. We should avoid party lists which are open to manipulation so that unelectable party hacks are put at the top. [1 page]

I am still in the process of reading background materials, but it seems that some form of proportional representation is hugely preferable. I have two comments on the criteria:

   1) there has to be a reasonable threshhold so that we end up with a system closer to Germany's than Israel's, where the governing party is held for ransom by totally unrepresentative groups.

   2) Party lists are open to manipulation so that unelectable party hacks are put at the top of the lists. I would suggest that top-up be from those candidates who came closest to winning their constituency seats.

I trust you have looked at some of the materials from the study of the Norwegian system, which have shown some of the negative aspects of their proproportional system.
