Abstract
I recommend MMP but with the list component made up of candidates from each party who have not been directly elected but who have the highest percentage of votes in his or her riding.  This would ensure good regional representation. [1 page]

I am so pleased about the work of the Assembly, and excited about the prospect of electoral reform.

I strongly recommend that you choose proportional representation [MMP] as the form of electoral system for BC. I also recommend that the list for MLAs who are not directly elected NOT be set before the election.

I propose that if the leader of a party has not been elected she or he should be put at the top of the list and that the rest of it be made up by listing the candidates of each party who have not been elected, starting with the one who got the highest percentage of votes in his or her riding, and continuing in order of decreasing percentage of votes.

This would ensure that the leader of each party, as well as the candidates that most strongly represent a region, become MLAs.

I believe that list fixed before the election would not be democratic.

I look forward to hearing more about your work, but even more I look foward to finding out what your final recommendations will be.
