Abstract
MLAs should be chosen by lottery from all eligible voters in each riding. The resulting group would elect a "chair" who would be premier. [1 page]

I would like the Assembly to investigate the pros and cons of a radical sytem of selecting MLAs; viz. a purely random selection by lottery of MLAs from the set of all eligible voters in each riding. The resulting group would elect a "chair" who would be premier.
