Two excellent studies on electoral reform have been recently
completed. The Law Commission of Canada's report on electoral
reform and the 1999 Jenkins Report in the United Kingdom have both
recommended the mixed-member proportional (MMP) system.
In particular, I think the recommendations of the Jenkins Report
are very sensible. The Jenkins Report recommends an MMP system that
uses open lists for list seats and the alternative vote (AV) for
constituency seats. Using open lists insures that political parties
don't have too much power. Using the alternative vote (AV) for
constituency seats limits the need for strategic voting and insures
that all constituency members have majority support.
I think the best system is MMP. And the best MMP system is one with
open lists and alternative voting for constituency seats.
