FIRST PRINCIPLE - A legislative body exists ONLY because ALL of
the electors (voters) cannot assemble in person and enact
legislation.
Proxy Proportional Representation (PPR) (of all
voters -- to get both indirect majority rule and minority
representation) as set out below. No complex math is
needed.
(a) Each candidate gets a list of all candidates for all
districts of the Legislative Assembly at least three
weeks before the election.
(b) Each candidate ranks the other candidates (using 1
(highest), 2, etc.) and files the list not later
than 4.00pm two weeks before the
election.
(c) The lists are made public immediately at such deadline. If a
valid list is not filed, then the candidate’s
name is removed from the ballots.
(d) An elector may vote for 1 candidate in a district
(e) If there are more candidates (or remaining candidates) in
all districts than the total number to be elected, then the
candidate with the lowest number of direct (plus transferred) votes
is excluded.
(f) The votes for a losing candidate are transferred (or
re-transferred) to the remaining candidate highest on the
(original) losing candidate’s rank order list.
(g) Steps (b) and (c) are repeated until the number of remaining
candidates equals the total number to be elected.
(h) Each such remaining candidate is elected and shall have a
voting power in the legislative body equal to the final votes that
he/she gets.
(i) Example - 100 votes, elect 5.
A-15, B-17, C-20, D-18, E-15, F-10, G-5. G loses. B is highest
on G’s list.
A-15, B-22, C-20, D-18, E-15, F-10. F loses. A is highest on
F’s list.
