It is shamefully obvious that a change is needed when only 2/3 of those eligible to vote actually vote.  Some sort of PR system where every vote counts would awaken some significant number of the apathetic 1/3 of eligible voters. [1 page]

It is shamefully obvious that a change is needed when only 2/3 of those eligible to vote actually vote in any "demockeryacy" (I created this new word as, to me at least, it seems to apply in BC presently) and I believe that some sort of proportional representation system where every vote actually counts would awaken some significant number of the apathetic 1/3 of eligible voters. It really is tantamount to a crime when people die (while I write) in many places on earth because they are trying to get that right and people here don't seem to appreciate their privilege to do so.
