In order to improve our current electoral system I believe there
are some fundamental changes that need to be made. There are 3 that
I think warrant special attention.
The first and most important change would be in the Senate. A
semi-proportional representation, semi-regional system where half
the senators are chosen by region and the other half from the
regional losers who recieve the most votes in order to fill an
equal number of seats as the regional senators. This would allow
for regional representation as well as decrease any chance of
distortions in representation. Individuals would be eligible for
senate election with Canadian citizenship, and no party support
would be necessary for nomination.
A further point is parliamental reform, where the House of Commons
is elected purely by a proportional representation system in which
any Canadian citizen can be nominated by another citizen. Nominees
would be chosen for parliament by the number of votes they recieve.
In addition, no candidate would be allowed to spend more than $5000
on their campaign, or recieve more than the same in combined
support from others. This would limit campaigns to smaller affairs,
and would ensure a regional as well as a proportional
representation.
