The majority system
Our present electoral system by all appearances has, to all
intents and purposes, deteriorated to not much more than an
dictatorship. Federally, the former prime minister ruled absolutely
by choosing ministers who where made to do his bidding.
Parliamentary committees were chaired by his appointees who made
sure that, because of a Liberal majority, the prime minister's
wishes succeeded. Of course, this
is also what happened in parliament.
In the provincial scenario, things are not much different.
It is therefore understandable that my preference is for a
proportional electoral system. In such a system the
parties would establish lists with the party leader on top, with
other names below in descending order of choice. From these lists a
number of names would be taken in proportion to the percentage of
the number of votes for that party.
To prevent a very small number of people
running as a party, a minimum number of signed members
will have to be made mandatory.
The ministers will not be chosen from these numbers. The crown
will approach a knowledgeable well respected members of society
with the request to seek out people for the position of minister;
the party membership of the prospective ministers should reflected
that of the popular vote.
The Cabinet Formater can also become the prime minister or
someone else can be appointed. The Government will sit no longer
than two periods.
This, in a nutshell, is how I would like to see governments
elected and formed.
